Prof. Emeritus O.P Dwivedi (Canada)

O.P. Dwivedi, Order of Canada, Ph.D., LL.D. (Honorary), Dr.Env.S. (Honorary), Fellow of the Royal Society of Canada, is Professor Emeritus, Department of Political Science, University of Guelph, Canada.

 

He is a past President of the Canadian Political Science Association (Ottawa), President of the Canadian Asian Studies Association (Montreal), and a former Vice President of the International Association of Schools and Institutes of Administration, Brussels, Belgium.

 

Prof Dwivedi has had a distinguished academic career and has written 35 books on a range of topics including Ethics and Good Governance.  He has also received numerous awards and honorary degrees.  His international consultancy includes working for the World Bank, UNESCO, UNO, UNESCAP, WHO, and CIDA.

 

 

Prof. Emeritus Roger L. Wettenhall (Australia)

Accountability

 

Roger Wettenhall is Professor of Public Administration Emeritus and Visiting Professor in the ANZSOG Institute of Governance in the University of Canberra.  [ANZSOG = Australia New Zealand School of Government.]

 

He graduated BA and MA in the University of Tasmania in the 1950s, and PhD in the Australian National University in 1962. For the first 10 years of his working life he was a public servant working for the Australian Commonwealth Government. He then taught Public Administration in the University of Tasmania through the 1960s, and was appointed Head of School of Administrative Studies in the Canberra College of Advanced Education in 1971 (University of Canberra since 1990). He remained a senior faculty teacher and researcher in the University of Canberra until his retirement in 1995, when he assumed his present role. His major research interests are: non-departmental public bodies, public enterprise management, privatization and public-private mixing.

 

He was Project Director and then Co-Chairman/Chairman of the Working Group on Public Enterprise Management, Privatization and the Public-Private Mix in the International Association of Schools and Institutes of Administration (IASIA) from 1983 to 2001, and was editor of the Australian Journal of Public Administration from 1989 to 1995.  He currently chairs the Management Committee of the Institute of Public Administration Australia/University of Canberra Public Administration Research Trust Fund. He was admitted to the Order of Australia as Member (AM) on Australia Day 25 January 2010.

 

 

 

D. S Mishra (India)

Good Governance

 

B-Tech. in Electrical Engineering from IIT, Kanpur, Post Graduate Diploma in Human Resource Management from All the India Management Association, New Delhi, MBA in International Business from UWS, Macarthur (Australia) and Post Graduate Diploma in Democratization, Governance and Public Policy from Institute of Social Studies, The Hague, The Netherlands, Mr. Mishra is an officer of Indian Administrative Service (1984 batch: UP cadre). After over 7 years of Central Deputation, he joined back his Cadre on 7th Sept 2009 as Secretary, Tax & Registration and Secretary-cum-Commissioner, Food & Drug Administration, Govt. of UP. Prior to this he was posted on central deputation as Chief Vigilance Officer in Airport Authority of India, Joint Secretary (Foreigners) and Director (Personnel) in the Ministry of Home Affairs,  in Govt. of India. Among his earlier assignments, District Magistrate, Agra, Vice Chairman, Kanpur Development Authority, Special Secretary, Tourism, Sports & Civil Aviation and Project Director (World Bank funded) UP Health Systems Development Project-cum-Secretary, Medical & Health in Government of Uttar Pradesh. These postings have given him opportunities to portray his administrative skills in good governance.

 

As an administrator, Mr. Mishra has steered various initiatives in good governance during his career spanning over 26 years in Indian Administrative Service. Based on his experiences, he has published several articles/research papers in Indian journals. He has participated in national/international seminars and conferences and has delivered lectures in various Training Institutions and Universities. He has worked as Research Assistant and Visiting Professor in Fall Semester, 2004 in University of Guelph, Canada wherein he taught two courses, one for under graduate and other for graduate programme. His paper on ‘Good Governance: A Model for India’ has been published by Taylor & Francis, New York in ‘Handbook of Globalization, Governance, and Public Administration’ edited by Farazmand, A. & Pinkowski, J. His another paper on ‘Combating  Corruption in India: Challenges and Approaches’ jointly written with Prof. O.P. Dwivedi of University of Guelph, Canada and Meera Mishra, got published by Routledge, New York as Chapter 10 in ‘Preventing Corruption in Asia: Institutional Design and Policy Capacity’ edited by Ting G. and Stephen K. Ma.

 

 

 

Prof. Mel D. Powell (USA)

Public Trust

 

Dr. Melchior Daniel Powell is the Executive Director of the Southern Maryland Higher Education Centre in the USA.

 

Dr. Powell earned his graduate degrees in the Washington D.C area, including a Master of Arts in Government Administration from George Washington University, a Juris Doctor from the University of Baltimore, and a Ph.D. in Government and Politics from the University of Maryland.

 

Before pursuing his interest in academic administration Dr. Powell served as a Naval Intelligence Officer.

 

His present role include membership on the Board of Governors of the International Association of Schools and Institutes of Administration (IASIA), and as Chairman of the Association’s Working Group on Accountability, Culture and Trust in Government - responding to the need for an understanding of the causes and solutions for corruption in Government. At IASIA’s annual conference the Working Group chaired by Dr. Powell hears papers addressing the various solutions to Government corruption delivered by scholars from over 170 nations. Among his present research interests are in government accountability and performance measurements and conceptions of citizen trust in government.
